Yes, of course it can. Primers are meant to make skin look more even but at the same time they melt into pores to make them look less obvious. It can be a good thing if you're not acne prone but honestly, how many people are actually not acne prone?

yes it does because it is really heavy and it doesn't let your skin breath.
